The Rural Water Financing Agency is a public agency designed to allow borrowers to join together for the purposes of financing governmental projects. The Agency can lend to governmental entity borrowers in all 50 states.

The Kansas Rural Water Association has worked in many ways since its formation in 1966 to provide help and resources for water and wastewater systems. KRWA is pleased to let you know about some new developments at KRWA. KRWA is now offering financing for rural water and municipal utility projects through the Rural Water Financing Agency (“RWFA”). KRWA knows there is a tremendous need for utility projects throughout Kansas, and we believe these financing programs from RWFA will help utilities fill the gap.

Interim Loan Program

  • AA- rated tax-exempt
  • No borrower DSRF required
  • Fixed rates, 1-30 years

  • Funding can be provided in 90-120 days

  • 15 yr. fixed rate est: 4.03%*
  • 30 yr. fixed rate est: 4.60%*

Here are a few highlights:

  • Borrowers can apply for financing directly via the RWFA website at www.ruralwaterfinance.com. This is a simple application process that allows for the uploading of the required documents. Your consultant or yourself can complete this application. No additional outside help should be necessary.
  • The RWFA offers two financing programs:
    • 1. Interim Program: construction financing for USDA projects
      • Interest is capitalized; the borrower will not pay interest during construction
      • Fixed interest rate for the estimated term of construction
      • No additional costs to the borrower other than the interest cost
      • The interim loan can be closed after receipt of USDA interim lender takeout letter
    • 2. Flex Term Program: for short-term or long-term projects
      • 1- to 30-year fixed rates
      • AA- rated Program, no borrower reserve requirement
      • No population requirement
      • Variety of project types (construction, refinancing, cost-overruns, match funding, etc.)
      • Not subject to Building America, Buy America Act (BABAA), Davis Bacon or American Iron and Steel Requirement (AIS)
  • The loan disbursement process in both programs is streamlined and efficient (no invoices required).

The RWFA and its finance team have provided loans to more than 1,500 borrowers throughout the U.S. for more than $4 billion since 1995.
